Les ministres de la Défense du Rwanda et de la République démocratique du Congo (RDC) ont convenu d’établir une force de défense conjointe pour assurer la sécurité à leur frontière commune, a déclaré mardi le porte-parole de l’armée rwandaise Jill Rutaremara.
Cette décision a été prise lors d’une réunion du ministre rwandais de la Défense, le général James Kabarebe avec son homologue congolais Carles Mwando Simba, a indiqué une source militaire à Kigali.
La réunion, tenue à Kinshasa, capitale de la RDC, a également porté sur les résultats des trois opérations militaires précédentes lancées par l’armée congolaise visant à poursuivre et neutraliser le groupe rebelle hutu des Forces démocratiques pour la libération du Rwanda (FDLR) basé dans l’est de la RDC.
En mars 2009, la RDC et le Rwanda ont signé le Rapport d’opération conjointe destiné à lancer une opération militaire conjointe pour éradiquer l’insurrection extrémiste hutu dans l’est de la RDC.
Dans l’opération conjointe, 3 600 soldats rwandais au total ont passé la frontière congolaise pour venir aider les forces gouvernementales locales à désarmer les rebelles hutus de la FDLR.(Xinhua)

Rwanda, DRC defense ministers meet
Minister Kabarebe
The Minister of Defense, James Kabarebe, yesterday met his counterpart from the Democratic Republic of Congo, Mwando Nsimba, in Kinshasa, where they discussed security issues of common interest to both countries.
Kabarebe’s visit follows an invitation to Kinshasa extended by Nsimba.
According to the RDF spokesperson, Jill Rutaremara, the meeting was among other things a follow up on what the two had discussed in a previous, similar meeting held three months ago in Rubavu District.
“During the meeting, the Ministers pledged to share information. They evaluated a report compiled by the Defence/Military Experts’ Committee from both countries regarding security issues so as to make a way forward and come up with recommendations,” Rutaremara disclosed.
He added that the issue of the Democratic Forces for the Liberation of Rwanda (FDLR) was discussed; with both ministers acknowledging that the rebel group does not only pose a threat to Rwanda but to Congo as well.
Rutaremara further pointed out that the meeting recommended that the Chiefs of Defense forces from both countries also meet, since both countries are determined to make the Great Lakes a secure and stable region.
“The Ministers also acknowledged the excellent relations that the two countries are currently enjoying, particularly cooperation between the military and defense,” Rutaremara added.
Rwanda’s head of Military Intelligence, Col Dan Munyuza, accompanied Minister Kabarebe to the DRC.
The two ministers met under the directive and vision of the two Heads of state to have a peaceful great lakes region.
The Ministers will continue meeting every three months so as to ensure security and address any security threats that may arise.
